Head of Services

Location: Hybrid – Organisation offices in Ealing and Hounslow, with flexibility for remote working

Salary: £35,000 – £38,000 pro rata (dependent on experience)

Hours: 21 hours per week

Contract: : 1-year fixed term (with possibility of extension, subject to funding)

Our client is a registered local charity that has been supporting voluntary and community sector (VCS) groups in Ealing for over 30 years and Hounslow groups since 2012.  

The Role

The  Head of Services provides strategic and operational leadership across all of the organisation’s service delivery. Reporting directly to the CEO, this role ensures that services are delivered to a high standard, aligned with organisational priorities, and responsive to community needs. The post-holder will line manage the Head of Partnerships and Development, lead the coordination of all programme areas (including ad hoc projects), develop corporate relationships, and deputise for the CEO when required.

Key Responsibilities

Strategic Service Leadership

  • Lead strategic oversight of all programmes and services across the organisation.
  • Translate strategic priorities into operational plans and measurable outcomes. - Shape new or emerging projects in line with the organisation’s vision and evolving needs.
  • Deputise for the CEO as required, providing leadership continuity and external representation.

 Project and Programme Oversight

  • Oversee delivery of projects to ensure quality, compliance, and achievement of targets.
  • Manage ad hoc and time-limited projects as needed by funders or emerging opportunities.
  • Support project leads to ensure consistent service standards, effective evaluation, and impact reporting.
  • Identify delivery risks and implement solutions in a timely and effective manner.

 Team Leadership and Management

  • Line manage the Head of Partnerships and Development and other key service staff.
  • Cultivate a values-based, supportive, and high-performing team culture.
  • Provide supervision, coaching, and development support to ensure strong delivery.

 Monitoring, Evaluation and Reporting

  • Ensure high-quality data collection and outcome reporting across all services.
  • Lead performance monitoring and contribute to internal and external reporting cycles.
  • Use evaluation insights to drive continuous improvement and learning.

 Stakeholder, Partnership and Corporate Engagement

  • Represent EHCVS in key borough partnerships, forums, and sector events.
  • Maintain and grow relationships with public, voluntary, and corporate sector partners. - Develop strategic corporate relationships that support community investment and engagement.
  • Collaborate with consortia and delivery partners to maximise impact and shared learning.

 Governance and Organisational Development

  • Ensure services operate within all relevant organisational policies and legal frameworks (e.g. safeguarding, GDPR, health & safety, equality and diversity). - Lead the review and updating of internal HR policies and procedures, working in consultation with the CEO and staff where appropriate.
  • Prepare revised HR policies and procedures for Board approval, ensuring they are legally compliant and aligned with organisational values and best practice. - Contribute to strategic planning, organisational learning, and internal process improvements.
  • Deputise for the CEO to ensure effective leadership in their absence.

Skills and Qualifications

Essential

  • Extensive experience in senior service or programme management roles in the VCSE, public, or social enterprise sector.
  • Experience managing senior staff and overseeing complex projects.
  • Proven ability to develop and manage relationships across sectors, including the corporate sector.
  • Excellent communication, leadership, and strategic thinking skills.
  • Experience representing an organisation externally and deputising at senior level.
  • Strong track record in performance management, evaluation, and quality assurance.

 Desirable

  • Experience working in a local infrastructure or second-tier organisation.
  • Knowledge of the VCSE and funding environment in Ealing and Hounslow.
  • Understanding of social value, corporate social responsibility, or business engagement in a charitable context.
