Help Shape the Future of Affordable Housing

At Stonewater, we're committed to ensuring everyone has the opportunity to have a place they can call home. As we continue to invest in our ambitious development programme following our recent £350 million grant allocation from the Social and Affordable Homes Programme, we're looking for a commercially minded and analytically driven Development Finance Manager to join our Finance team and help shape investment decisions that make a real difference to communities across the UK.

This is an exciting opportunity to work at the heart of our development programme, partnering with colleagues across Finance and Development to provide insight, challenge, and financial expertise that supports sustainable growth and delivers value for money.

The Role

Reporting to the Head of Business Partnering, you'll play a key role in supporting the financial performance of our development programme by evaluating scheme appraisals, analysing investment opportunities, and providing robust financial challenge to support strategic decision-making. You'll also lead and develop a Capital Accountant, helping to ensure the delivery of high-quality financial reporting and business partnering services.

What You'll Be Doing

As our Development Finance Manager, you will:

  • Assess development scheme appraisals and undertake post-development reviews to ensure schemes deliver strong financial and social value.
  • Partner closely with Development teams to support investment decisions and maximise value across the development programme.
  • Identify financial risks and opportunities, including contractor exposure and programme performance, providing actionable insights to senior stakeholders.
  • Develop financial models and programme forecasts to support strategic planning and growth ambitions.
  • Produce monthly management accounts, budgets, forecasts and performance reporting for Development leadership teams.
  • Support annual audits, statutory accounts preparation and impairment reviews across development schemes.
  • Work with the Development Programme team on Homes England grant audits and compliance requirements.
  • Contribute to the organisation's long-term business planning, including supporting the 30-year business plan.
  • Drive continuous improvement in financial processes, systems and management reporting.
  • Line manage and develop a Capital Accountant, fostering a collaborative and high-performing culture.

About You

We're looking for a finance professional who combines strong technical expertise with excellent business partnering skills.

Essential

  • Part-qualified accountant nearing qualification, with relevant experience.
  • Experience of development finance, development appraisals and finance business partnering.
  • Strong analytical and problem-solving abilities.
  • Advanced Excel and systems skills.
  • Excellent communication skills, including report writing and presenting financial information to stakeholders.
  • Understanding of social housing finance and the wider challenges facing the sector.
  • Ability to influence decisions through robust analysis and constructive challenge.

Desirable

  • Fully qualified accountant (ACA, ACCA, CIMA or equivalent).
  • Experience of development forecasting systems such as Pamwin.
  • Experience of finance systems such as Microsoft Dynamics F&O.
  • Previous line management experience.

If you're passionate about development finance, strategic decision-making and creating positive social impact, we'd love to hear from you.

Appointment to this role will be subject to a satisfactory Disclosure and Barring Service Check (if applicable), satisfactory references and possession of a valid Right to Work document.

This role may require specific qualifications, skills, knowledge, and behaviours to meet the Competence and Conduct Standard for Social Housing. If not already qualified, there may be an expectation to study towards a professional qualification.
